The Island is under the jurisdiction of LA County. The zoning of the Island is an unclassified zoning according to Los Angeles County planning. Due to the proximity of the Island to any other land mass, or schools or other developments the regular permit process of notifying property owners within a certain radius may not apply. According to LA County Regional Planning the Island does not have a zoning designation. The nearest land is Catalina’s Two Harbors area and is zoned MXD (Mixed – Use Development) and R–R (Resort & Recreational). The area was rezoned in 1990. White Rock Island, aka Bird Rock is situated approximately 1500 feet off of the mainland side of Catalina Islands Isthmus Cove (Two Harbors). Students use the waters around the Island for Marine research for school projects and for scuba diving.
